Keep an email list right through a license lapse

A license cutoff, its recovery and the sweep of old lapses fire no benecaster_token_revoked, so nobody is emailed about them. benecaster_token_quietly_revoked and benecaster_token_quietly_restored let a list keep up anyway. Change tags only, and queue the API call.
