A read-only snapshot of how the site sends mail from one domain: whether a mail service is handling it, and whether the domain has SPF and DMARC records. has_service() is the only part the ramp acts on. It picks the ramp schedule and ceiling, and decides whether the full-rate override is offered. The SPF and DMARC flags are advisory.

dns_checked false means the DNS lookup didn’t answer, and both record flags are then false. It does not mean the records are missing, so don’t report them as missing. There is no DKIM field, because DKIM selectors can’t be discovered.
