Change an exported Email Editor file, or react to an import

A design file is { format: 'benecaster-email-designs', version, emails: [ { type, subject, design } ], branding }. The filter changes it before download; $target is 0 for the site-wide design. The actions fire around an import, and each design also fires the ordinary save hooks.
