Filter Premium migration-wizard

How far ahead the daily pass looks for people due a migration reminder or final warning. Default 90, which covers the longest grace period the wizard offers.

Raise it only if a migration’s reminder is set further ahead than this — a migration whose reminder falls outside the window is never picked up. It only widens the search: each person is still checked against their own migration’s settings, so raising it cannot make anyone receive an email early.
